Usually, messages which hang around in the Inbox (or other view) and can't be moved/deleted are the result of a corrupt view index. From the client try a Shift + F9 while in the problem view.
Or from the server you can issue an updall -R against the mail file, the -R will rebuild all built views which can take time and system resources, so may need to be scheduled.
